With reference to my Despatch No. 186 of the

29th. May, I have the honour to inform you that owing to Mr.Smith's absence in Shanghai a considerable portion of the Assistant Post- -master-General's duties have devolved on Mr. Martin, the

Superintendent of the Registration Branch of the Post Office.

Mr. Martin is a very hard-working and conscientious officer and I propose to grant him, subject to your approval, an allowance for extra work of $100 per mensem during lir Smith's absence in Shanghai.
